Halcyon: Release 0.4.0
The 0.4.0 release is to be a ready-to-use release, covering all of the (immediately-foreseeable) needs for the system. It should be easy to implement a fully functional server, and at least marginally easy to deploy.
Needs to be runnable on Mongrel and Thin at the very least. Should also contain ample and complete API documentation as well as thorough tests.
