First Class Configuration

The configuration settings (load paths and other data as well as convenience methods) need to be organized into a first class component to Halcyon, such as Halcyon::Config or something short.
Specifically, we want to move load paths and configuration settings referenced from there, but also methods for getting the file path, etc.
