Rakefiles

Specifically, the generated apps' Rakefiles should include more functionality.
This is a WIP ToDo, to be expanded over time. Here are some initial requests for functionality:
- generators (controllers, models)
- RDoc generation
- deployment (including maintenance mode)

Moved back to 0.5.3 since 0.5.2 needed to be released as soon as possible.

Moved since it won't be completed within the timeframe 0.5.3 needs to be pushed out due to bugs that have surfaced.
